Gulmina A. Malikzade is the Head of the Project Management Department at the Center for Analysis and Coordination of the Fourth Industrial Revolution (4SİM) in Azerbaijan. With over a decade of experience in public sector innovation and digital governance, she has played a key role in strategic planning, government digital transformation, and policy development.
She holds a Bachelor’s degree in International Relations and British Studies, an MBA, and a Master’s in Public Administration (E-Government and E-Governance) from SungKyunKwan University, Korea, where she was recognized as the “Most Thorough Thinker.” A published author on Fourth Industrial Revolution trends, she has also lectured at leading Azerbaijani universities.
A sought-after speaker, Gulmina has presented at the World Economic Forum (Summer Davos), Global AI Summit, and SME World Forum, and has contributed to high-level policy discussions at the OECD, UN, ITU, and WEF. She continues to drive Azerbaijan’s digital transformation through innovation and collaboration.
